Mr. Notley brings more than 40 years of experience in construction management and program administration, holding an undergraduate degree in Mechanical Engineering and an MBA in Management. He provides strategic leadership and oversees organizational operations while supporting NEW ROAD’s continued commitment to excellence, accountability, and client service. Throughout his career, Mr. Notley has earned an exceptional reputation with clients through his successful planning and implementation of complex public construction projects throughout New Jersey and southeastern Pennsylvania. He has extensive experience managing multiple projects, contractors, and stakeholders simultaneously and is highly skilled in developing and implementing realistic, effective phasing plans that keep projects moving while minimizing disruption.
Rob’s experience encompasses a broad range of construction projects and delivery methods. His expertise includes working with contractors, architects and engineers, suppliers, Project Labor Agreements (PLAs), LEED-certified buildings, and dispute resolution. His ability to anticipate challenges, coordinate diverse project teams, and develop practical solutions has made him a trusted advisor to clients throughout New Jersey. Mr. Notley’s professional career is defined by his commitment to representing clients with integrity, accountability, and technical excellence. He successfully guides complex construction programs and provides strategic oversight that has advanced the interests of school districts, municipalities, and other public entities.

As Chief Operating Officer, Mr. Notley focuses on organizational operations, strategic planning, project delivery, team development, and continued improvement of NEW ROAD’s processes and services.
